Dean Throop threatened Dr. Burton writing “You will either refrain from discussing Dr. Dalecki’s candidacy, participating in decisions/recommendations regarding his candidacy, and voting on his candidacy, or I will remove you immediately from this search committee.” (exhibit 597a). Burton was on a search committee to find a new interim chair for the Criminal Justice Department. Throop wanted Dr. Dalecki to get the position. Dr. Burton did not want Dalecki to be her boss because she knew he was a terrible choice, and would likely retaliate against her.
Policy did not allow for the Dean to get involved in the department’s internal selection process. As Dean, Throop could have disapproved the department’s choice and installed Dalecki no matter what the search committee recommended. But she wanted to suppress Dr. Burton’s ability to speak. She wanted Burton to cower, and to stop exposing the corruption.
Dr. Burton showed backbone by writing to Throop “I will not bend to corruption, abuse and threats.”

Of course Throop followed through on her threat, and Dalecki was made the interim chair of the Criminal Justice department, even though he had no Criminal Justice background. The reason he was installed was because he was loyal to Throop and Shields and because he ‘knew where the skeletons were burried.’ See Timeline Oct 17, 2013. This story shows how unqualified people are elevated to positions of power in a corrupt government. Dalecki soon began retaliating against Dr. Burton.

Throop seemed a normal and reasonable person initially. Power corrupts!
